Jorge Llovo receives the 6th Pablo Acero Award for legal articles on port law

By Albors Galiano Portales

His article examines Spain’s new offshore wind framework and the role of Spanish ports as logistics hubs for the sector.

Jorge Llovo, associate at Albors Galiano Portales, has received the 6th Pablo Acero Award for legal articles on port law, granted by the International Association of Port Law (Asociación Internacional de Derecho Portuario). The award-winning article is titled “Del puerto al megavatio: eólica marina y Derecho portuario-energético ante el Real Decreto 962/2024 y el Programa PORT-EOLMAR” (“From port to megawatt: offshore wind and port-energy law under Royal Decree 962/2024 and the PORT-EOLMAR Programme”).

The award was presented on 25 September at the 10th Port and Maritime Law Conference, held at the Palacio de la Magdalena in Santander. The firm’s partners Javier Portales and Maider Arrieta also attended.

The article analyses Royal Decree 962/2024, which consolidates the authorisation procedure for offshore wind. It also examines the PORT-EOLMAR Programme, established by Order TED/1488/2025, which channels €212 million in EU funds to turn Spanish ports into logistics hubs for the sector.

It pays particular attention to private investment commitments and the legal challenges posed by concession tender specifications. It also raises open questions on how the programme should be classified under the EU State aid regime.

David Vilas, Spain’s Attorney General (Abogado General del Estado), presented the award together with José Antonio Morillo-Velarde, President of the International Association of Port Law, and César Díaz Maza, President of the Santander Port Authority.

The jury was chaired by José Antonio Morillo-Velarde del Peso. Its members were Agustín Bravo Ortega, Clara La Calle López-Gay, Francisco Javier Álvarez García and Salvador Bueno Miguel, with María Alemany Martínez as secretary.
